Challenge: The U.S. Navy was in the midst of a 15 year, $3 billion effort worldwide to track and reassign more than 200,000 acres of former military installations. It involved a tremendous number of personnel as well as collaboration with federal, state, and local officials. The task was made more difficult when Congressional Base Realignment and Closure (BRAC) mandates propelled the Navy to accelerate the project. The Navy turned to Xcalibur for assistance. Solution: Xcalibur's prior assignments with the Navy earned them a solid reputation and strong working relationship. Moreover, this relationship facilitated Xcalibur's ability to quickly grasp the Navy's unique needs and challenges. After gaining a comprehensive understanding of the Navy's challenge, our analysts and programmers thoroughly reviewed the mandate, researched and evaluated possible solutions, and then developed a system that could adapt to any shift or growth within the BRAC program. The result was BRACMIS.

Financial analysis and project management data are now coordinated nationwide by using the BRACMIS application. BRACMIS' ability to generate custom reports quickly and easily lends itself to the system's flexible reporting capabilities. For example, a 1,000-page Congressional Budget Book can be generated with the click of a button, allowing up-to-the-minute data changes to be incorporated into electronic or hard copy submissions. The system has proven to be a work-horse with amazing scalability and flexibility that has been able to successfully respond to shifting changes in Congressional policy, as well as address the Navy's future needs.
