Challenge: The United States Navy Military Construction Division (MILCON) required a centralized, accessible method for tracking and managing program information as well as financial and budgetary data for all Navy construction projects. Division managers had to depend on staff to gather the necessary data from three disparate and highly specialized database applications. Additionally, laborious and cumbersome reporting processes were required to produce dozens of reports for use across the Navy.

Solution: Although division managers were working from disparate applications, other Naval departments relied on the systems as well. Xcalibur determined that the best and most cost-effective solution would be to develop a centralized data warehouse application that could access and aggregate real-time information from all three sources. This solution caused the least disruption to the day-to-day operation of the Division, while providing substantial benefits at a fraction of the cost of developing an entirely new application.

Xcalibur developed an application which included the following features:

Secure access of a central portal to all project and budget information for key personnel;
A footprint, detailing project information for approximately 12,000 Navy construction jobs worldwide;
A scoring module to prioritize construction projects totaling $10 billion;
Real-time reports generated in a fraction of the time;
One click data exports into Microsoft Office tools;
Enterprise messaging between system users;
Desktop configurations customized, so users retrieve only those data records and fields pertinent to them;
Dynamic SQL statement generation.

Benefits: The new application has improved MILCON's efficiency immeasurably. Productivity has increased in data entry, reporting, analysis, management, and communication.

The streamlined process has decreased budget preparation time by more than 50 percent and report production by a staggering 90 percent;
 
Division managers no longer have to rely on specially trained data entry staff and incompatible database applications to compile reports;
 
The centralized, easy to use system has reduced duplicate data entries by field and HQ personnel;
 
MILCON users now can easily manage project funding and budgeting priorities with a customizable feature, which ranks and prioritizes construction projects for funding according to fiscal year and available funds; it can be easily modified to calculate funding profiles based on new priorities as well;
 
The system is flexible enough to enable the user to create his or her own data criteria with the GUI query builder or the SQL Statement generator.

The solution has even met the seal of approval with other Navy divisions including Finance Management, Housing, Base Realignment and Closure, and Engineering Operations, who are currently utilizing the application as well.
